Prime Minister Salam Fayyad has outlined a structure leading to the creation of a Palestinian state within two years.

Programs include development of a more self-sufficient economy, technological advancements and consolidation of the legal system.

The prime minister affirmed the need for all Palestinians, Fatah and Hamas alike, to support such a plan, saying that such steadfast unity and determination would be beneficial for the goal of statehood.

Meanwhile on Monday, Fatah official Hussam Khader proposed a three-month truce with the Palestinian Hamas group, including a halt of all arrests and mutual efforts to release political prisoners along with other trust-building measures.
